In the thirties, near Christmas, in the Town Hall offices of a big metropolis, a property developer shows to the mayor a new great house-building scheme. In the middle of an active crowd, in the streets of the town, a woman in rags, her hand held out, her back bent, is begging for charity to the passers-by.
